This is because a temperature that is too low in water storage tanks promotes the development and spread of legionella and other bacteria. This is why the DVGW-W551 guideline stipulates that large systems with hot water storage tanks with a capacity of more than 400 litres must be heated to at least 60 degrees Celsius once per day.
The German Drinking Water Ordinance (TrinkwV) refers to the DVGW worksheet as the recognised state of the art. The TrinkwV clearly states that hygienic safety takes precedence over system efficiency.
